1. What are the stages in Jalswarjya Project?

2. What are the facilities included in the Jalswarajya Project?
In order to create a sense of "Our Development in Our Hands" through participatory approach in Water Supply & Sanitation sector, following facilities can be included in the project.
- Rural Water Supply
- Source strengthening, source recharge, source development, utilisation of existing assets and if any/all of these are insufficient to meet the need, creation of new facility
- "Swajaldhara" project of Central Govt. to be a part of this project and to be implemented on the similar guidelines
- Rural Sanitation
- Sensitisation, capacity building, soak pits, solid waste management, community toilets for women, school sanitation
Nirmal Gram Puraskar for open-defecation-free village.
- Total Sanitation Campaign of Central Govt. to be a part of this project
- Women Empowerment
- Funds for capacity building of women Funds for economical development of women.
- Implementation through Self Help Groups
- Assistance to selective GPs for development in other sector through participatory approach.
- 225 GPs doing outstanding work in the sector of water supply, sanitation, women empowerment & norms prescribed by the people.
- In order to enable them to handle works in other sectors like education, health etc. for ultimately achieving the goal of "Our Village Our Govt."

- O&M Pilot Project
- While implementing Jalswarajya project in scarcity prone villages, O&M Pilot project will be implemented in the villages/ habitations where there is sufficient water but there are O&M problems A task force comprising of state & district level experts to be created. Every year 3 to 5 schemes for different categories (Hand pump, Water Supply Scheme etc.) will be selected from each district & villagers will be trained in effective O&M. Similarly, minor repairs, if required, will be carried out. Institutional model & strategy for effective O&M management will be developed.

3. What are the nonnegotiable rules of Jalswarajya?
- All the decisions concerning the project shall be taken in Gram Sabha.
- If VWSC & SAC fail to function to the satisfaction of Gram Sabha or misuse the powers, GP will be responsible for bringing such negligence to the notice of Gram Sabha.
- For selection of a technical option, it shall be the most economical in terms of capital cost and O&M.
- There is no hierarchy of institutions in the project. Everybody shall work for common goal of community development.
- All the information and documents related to the project shall be made available to the people at all stages of the project.
- The facilities in the project have to be implemented so as to make available 40 lpcd of water to the people on sustainable basis. If only additional water can be made available, individual connections shall be allowed and the expenditure for taking connections is to be borne by the beneficiary. Other villagers or Govt. shall not bear it.
- If any village desires to have more than 40 lpcd of water, the villagers will have to bear entire additional burden.
- Women are most important component of this project. Exclusive Mahila Gram Sabha shall precede each Gram Sabha.
- The emphasis shall be on water conservation & recharge while extracting required water.
- All the committees will be under direct control of GP but shall be responsible/ answerable to Gram Sabha.
- SAC will monitor financial aspects of the project on behalf of Gram sabha.
- All the water supply & sanitation assets in the village will be the property of the GP, villagers will manage them through VWSC & Villagers will control the VWSC through Gram sabha.
- Equal benefit to all parts of the society.
- Building on the principles of trust & sense of ownership.
- 10% PC for water supply & 20% PC for sanitation.
- Economical & Transparent use of the funds expected as the funds belong to the society.
- Village will be responsible for 100% O&M after implementation.
4. What are the expectations from People under Jalswarajya Project ?
- Selection of a SO from the panel or other local institution as per need in the Gram Sabha.
- VWSC to maintain the accounts & submit the same to ZP through GP.
- Selection & training of suitable persons from the village for bookkeeping.
- Separate sabhas in each ward/ habitation & separate Women Gram Sabha to precede each Gram Sabha.
- Conducting Gram Sabha with at least 40% quorum as and when required.
- Formation of VWSC, SAC & WEC in the Gram Sabha as per Mumbai Grampachayat Act, (Clause 49).
- Resolution authorising the Beneficiary Level Sub-Committee for implementation of the project, if required and permitted by GP after consent from Gram Sabha.
- Delegation of powers to the committees as per the Overall Financing Agreement.
- Vesting of all the powers of implementation in VWSC & management of Women Empowerment Funds in WEC.
- Selection of a SO from the panel.
- Assessment needs through baseline survey, PRA etc.
- Formation of institutions (VWSC, SAC, WEC etc.) for implementation of the project.
5. What is Tribal Development Plan under Jalswarajya project?
Jalswarajya project is being implemented in order to enable the villagers to solve their water supply & sanitation problems with the help of Govt. considering the principle of "Our Village Our Water". Tribal padas are generally located sparsely & away from main village. There are no water supply & sanitation facilities. They have to practice open defecation, which results in various illnesses. The object of this component is to make available to the tribals at pada level, necessary assistance for financial, technical & other matters on "Our Development in Our Hands" principle. There are 10 Tribal districts in Jalswarajya. Pada Sabhas & Pada-level Beneficiary Sub-Committees will be constituted as per Mumbai Grampachayat Act, (Clause 49). Pada Sabha will consist of at least one member form each tribal family. Pada-level Beneficiary Sub-Committees will be electedfrom this Sabha. If demanded so by this Pada Sabha, GP shall allow the formation of Sub-Committee. However, if creation of facilities common for village & padas is more economical, it will be done so. If GP does not allow the formation of Sub-Committee even if necessary, ZP shall grant direct special permission for the Pada. Funds for Pada-level Beneficiary Sub-Committees will be made available through GP. An agreement will be executed amongst ZP, GP & Pada-level Beneficiary Sub-Committee. Popular Contribution for Pada level facilities will be 5% of the cost, out of which 1% will be cash & remaining in the form of Shramadan. One Pada Health Worker will be engaged for 2 padas. In addition to this, 100 Ashram Schools will be developed as Health & Sanitation Centres. (Necessary information about this will be made available to the padas separately.)
6. What are the components of Total Sanitation Campaign?
Components of Total Sanitation Campaign :
Community Participation, School Sanitation, Women Toilet Blocks, Individual Toilets.
- Open Defecation-free Village Campaign from 2003 launched in Ahmednagar & Nanded districts. However, all the districts have followed suit. Since 2003, by adopting new sanitation policy, Govt. has decided to focus on Open Defecation-free Village rather than individual toilets in the rural area. By generating the need through IEC, all the works are proposed to be carried out by active participation of the people. Central Govt. has launched "Nirmal Gram Puraskar" of Rs. 2 to 4 Lakhs, which will be given to 100% Open Defecation-free Village.
Rural Sanitation component in Jalswarajya and components of TSC will be implemented integratedly.
7. What are the Stages and Roadmap of Total Sanitation Campaign?
1960 - 1996 :
Only 6 Lakhs families out of 96.25 rural families had got toilets. This results in endangerment of dignity of women, pollution of countryside and poor health of the people.
1997 - 2000 :
Emphasis on individual toilets. Large subsidy from the Govt. Construction of 16.61 Lakhs toilets (supply-driven). Due to lack of people's participation, misuse and not much improvement in sanitation.
2000 - 2003 :
Launching of Sant Gadagebaba Gramswachchata Campaign. Considerable propaganda in 3 years, message of "Prosperity through Health" reaches the passes. Works worth more than Rs.1,000 Crores carried out. Appreciation to the campaign from state, nation & World Bank & Unicef at international level. |
